Recommended Candidates

Let’s get straight to the point. The following candidates have been vetted and share the vision that lasting change needs to be implemented immediately. They have committed to putting the ultimate say back into the membership’s hands via bylaw amendments that do not include a raise in dues.


A few are current Regional Officers and are ready to jump into negotiations DAY ONE. They pushed for Joe to do the right thing, but the bylaws give the President all the power. Check out the Alanis’ Takes drop-down for background on what President Moreno spent most of their three year term doing with their power instead of preparing for the contract fight, as he is on record admitting.

These recommended candidates aren’t going to just put the power back into the membership’s hands; they are going to actually use the power provided to them by the membership to do what this administration refused to do— remain contract focused and improve all of our lives.

  • For President

    Having served the membership for years Bill is ready to serve at its highest level. He is currently a Regional Officer and one of a few dissenting voices in the Boardroom when it was clear that the union was serving the interests of a select few.

    Bill recently served as an alternate for the Negotiating Committee and witnessed firsthand how broken our leadership is.

    Bill sought to address Javier Salas, a former President and current Regional Officer, spending much of his time on his phone in the negotiation room but Joe Moreno, the current President, would do nothing about it.

    Bill, seeing our lack of preparation of hard figures related to wages and seeing the company allude to NLRB charges for the Union refusing to back up their wage asks, started building a comprehensive wage proposal using data from web based sources and that other Locals had prepared for their bargaining units. Shortly after pushing for Local 132’s negotiations committee to get serious on the numbers, Bill was removed from negotiations.

    Bill urged the local to abandon the terrible bylaw changes (dues raise; strike fund liquidation) that caused the membership to vote down the proposed amendments ten to one.

    Bill has committed to immediately addressing the bylaws lack of transparency, accountability, and balance of power by asking the membership to ratify amendments that provide Regional Officers the power to hold meetings again, require the Executive Board to approve any reimbursements (instead of the Secretary-Treasurer and President doing so in secret), and restore the membership’s will through voting (as it was before National copy-pasted Local 1-2's bylaws onto us).

    A vote for Bill Gilbertson’s slate is a vote for permanent, lasting change.

  • For Secretary-Treasurer

    Ruben's upbringing instilled in him a deep understanding of finance. His father, an accountant, involved him in financial matters from a young age, teaching him to reconcile ledgers. By the age of 13, Ruben was proficient in preparing income tax statements, a task he began undertaking for his parents that year.

    His prior professional experience includes assisting organizations with complex financial issues and overseeing the drafting and submission of numerous grant proposals.

    As Secretary-Treasurer Ruben intends to provide fulltransparency, digitally, in contrast to the current practice of Belinda Moreno demanding members must make an appointment to meet her at the hall.

    Ruben sees the shared vision of this UNITED slate and has committed to the permanent, lasting change that puts the power back into the hands of the membership and sets right the financial path of this Local. There is no better candidate to salvage the finances of 132. Finances in such disrepair that Joe and Belinda Moreno laid-off a union hall employee in 2025.

  • for Business Agent

    A committed leader with strong union values, Ercan joined SoCalGas almost 11 years ago as a Meter Reader at the Lancaster base. One year later, he bid for a Fleet Technician position at the Garden Grove base.

    After several years working as a Fleet Technician at the Canoga Park base, Ercan is currently serving as the Lead Fleet Technician at the Valencia base, with nearly 10 years of experience in the Fleet department.

    With 20 years of experience as a Master Automotive Technician, Ercan spent many years working in the auto repair industry under poor working conditions and for low wages. This experience led to the realization that a better path was needed. Inspired by his father, a former UAW member, Ercan recognized the importance of union jobs. While working at a former employer in the auto industry, he attempted to form a union but quickly encountered the challenges faced by non-union auto technicians trying to organize. Instead, Ercan focused on finding a job with an established union, which led him to SoCalGas. This is what drives his passion for union involvement—to protect and strengthen the union and ensure its survival.

    For the past two years, Ercan has served as the Regional Officer for San Gabriel Valley and has been a member of the Local 132 Executive Board. He has been a Shop Steward since 2016, a contributing member of the Northern Shop Committee for two years, served on the Grievance Committee for one year, and has been a founding member of the Fleet Shop Committee for the past year and a half.

    Ercan has addressed over a hundred grievance cases for members, including those involved in the successful Split Days Off arbitration win which resulted in not just thousands of dollars of back-pay but the betterment of working conditions for many. He has handled multiple grievance investigations, 2nd step grievance hearings, and represented members during investigatory interviews. Ercan has studied towards a pre-law undergraduate degree and currently holds an Associate’s Degree in Administration of Justice.

  • I began my career in the call center, working first in San Dimas and then in Redlands. From there, I transitioned to the field as an FSA out of the Chino Hub, with assignments at the Corona Base and ultimately at the Chino Base (Chino—yyYOU KNOWw!). Two years ago, I made the switch to my current role in dispatch, where I work closely with Distribution, M&R, and CP.

    I hold a Bachelor's in Sociology from Cal Poly Pomona, which has helped shape my understanding of people and the importance of strong, community-driven connections.

    My goal is simple: to bring pride back to our union! I believe that effective communication is key to our success, and with the right leadership slate, we can make that happen. Together, we can strengthen our union and ensure it stands strong for all of us.

  • It's Time for Change

    If you're dissatisfied with how this contract was handled, then it's clear that we need new leadership—leaders who are committed to representing every one of us fairly and effectively.

    I’m running for Call Center Regional because I can no longer stand by while we see division, favoritism, and unnecessary conflict among our members. It’s time to address the legitimate concerns that we all have and come together to support one another.

    Whether it’s leadership ignoring our needs and under-representing us, or outright neglecting their responsibilities for much of their term and then entering negotiations unprepared, or even the company trying to take advantage of our union’s current situation, we cannot let this continue. It's time for all of us to take a stand.

  • Gino: A Proven Leader for Our Union

    For those of us in the Inland Empire, Gino needs little introduction. He’s been making an impact and standing up for workers long before he was even sworn in as a Shop Steward.

    With years of service as Regional Officer for both Orange County and the Inland Empire, Gino has consistently defended the members in his region against abuses from both the union and the company. His commitment to our cause is unwavering.

    Gino is asking for your vote—not just for himself, but for the entire RESCG, UNITED slate. With a united team, we can prepare for contract negotiations the right way and ensure we secure the numbers and terms we deserve.

  • A Commitment to Modernizing Our Union

    I began my career with the company in 2011 as a Meter Reader, later moving into AMI, spending six years as an ETR, and gaining over four years of distribution experience. I’m currently serving as LCT I.

    Our union is at a crossroads. To thrive in today’s world, we need to modernize. It’s essential that we harness technology to keep all members united, informed, and empowered to share their concerns with union leadership.

    We also need to take a hard look at the financials of our local to ensure we are using member funds efficiently and making necessary changes that benefit everyone.

    The contract should have been our top priority. Unfortunately, as we saw with the handling of distribution off-hours shifts, Joe’s lack of action shows that he simply doesn’t care about what matters most to us.

  • Chris: A Proven Advocate for Our Members

    Chris, originally from Chicago, comes from a community where the union is not just a part of life—it is the community. He learned early on that standing up for workers requires both vigilance and tact. In his role, the supervisors know that Chris is not only a resource they can count on, but also a steadfast steward, dedicated to guiding his bargaining unit and ensuring that our members receive everything they’ve earned through their hard work.

    Chris is ready to take his years of experience as a Shop Steward, his strong working relationship with the current officers driving this slate, and bring them to the next level. He’s prepared to be at the table, negotiating directly with the company in committee meetings that impact your working conditions.

  • Araceli: A Strong Advocate for a Stronger Union

    Araceli has dedicated nearly thirteen years to the company, and over that time, she’s grown increasingly frustrated with the underperformance of our union. Time and time again, she’s witnessed Local 132 fill its ranks with individuals who overpromise but underdeliver. She understands that a strong union is only built when it is led by strong, selfless leaders—leaders like herself, who are committed to the success and well-being of every member.

  • Derick: A True Advocate for Our Members

    I’m a US Navy war veteran who served in both OIF and OEF, a former business owner, and the proud father of three. Even before I became a Shop Steward, throughout my life, I’ve been dedicated to standing up for those without a voice, or for those who are too timid to use theirs.

    Since my probation ended, I’ve consistently stood up to management, remaining incident-free and generally well-regarded throughout my tenure. I believe in fighting in a way that maintains peace while still solving the issue at hand. However, when necessary, I’m not afraid to disturb the peace to right a wrong.

    I will go to bat for you, stand with you, and no matter the outcome, the company will know that you are never alone. I’m no stranger to adversity and I embrace the challenges that come my way. When someone asks, “Can you do this?” my answer is always, “Of course.”

    My door is always open, and my phone is always on. Whether I’m on my days off, on vacation, or even in the middle of baby bonding, I’m here for you—sometimes even when I’m only just waking up!

    You’ll never have to wonder, "Should I bother Derick with this?" I’m always happy to help.

  • A Commitment to Unity, Leadership, and Focus

    I believe that achieving a fair contract and ensuring fair treatment in a safe and healthy work environment starts with a united union. As a Regional Officer, my goal is to support, inform, and listen to our membership. With almost 20 years of experience—6 years part-time and 13 years full-time—I am deeply committed to fostering the unity and growth of our local, with plenty of time ahead of me before retirement to contribute.

    As a former Regional Officer, I recognize that the lack of direction and focus was unacceptable. Whether in my role as a coach on the field, a leader in my workplace, or the go-to person in my region, I understand the importance of strong, focused leadership. I am confident that this leadership will steer us in the right direction, applying surgical precision to our efforts.

  • Surya Bachtar: Standing for Transparency, Accountability, and Unity

    My name is Surya Bachtar, and I serve as an ETR at Aliso Viejo. I’ve been with SoCalGas for three years and currently represent Orange County as a Regional Officer. I am committed to transparency, accountability, and strengthening our union.

  • Adam: A Leader Ready to Restore Our Union’s Strength

    Another Chicago transplant ready to bring our union back to its roots.

    Brian had the distinct pleasure of working closely with Adam during Brian’s time as Business Agent. Through their collaboration, Adam demonstrated all the qualities of a true union activist: intelligence, both streetwise and academic; wit, sharp yet tactful; a deep sense of justice; and an ability to interpret the contract clearly, without hidden agendas.

    With Adam at your side and at the table in committee meetings with the company, you can be sure that we’ll either win big or understand exactly where we need to rise to the occasion.

    Fresh off two victories from grievances filed by Alanis and Cormode, Adam is ready to continue his success. While other sure successes remain confidential due to legal obligations, Adam’s track record is rife with dedication and effectiveness in standing up for our rights.

    And he isn’t even officially a Steward, but he knows that under the NLRA he has a right to assist his brothers and sisters without title.

  • Drew: A No-Nonsense Leader for the Betterment of All Members

    Drew has always spoken highly of Sandy, but he believes the union can do better. At its core, the union’s fundamental duty should be to improve the lives of all its members. Drew brings a no-nonsense approach to leadership, which is a refreshing change for anyone who has had to deal with the grifters that have plagued the union for decades.

  • While at SCG, Mark has held numerous positions. Meter reader, Construction Technician, Energy Technician - Distribution, Lead Construction Technician, and finally Field Planning Associate.

    During that time Mark Moore has faithully served his Union brothers and sisters as a Shop Steward from 2006 until National Trusteeshipped the Local in 2022. Mark understands the importance of ensuring leadership is held accountable. He consistently acted with integrity and was elected in 2008 to the office of Trustee where he executed the duties of his office with the same level of excellence that he exhibited in the military.

    Before serving his Union brothers and sisters, Mark served his nation in the United States Army where he served as a Commander Radio Telephone Operator, Airborne 1/509 ABCT Italy; as an Airborne Infantry Squad Leader, Sergeant in the 82nd Airborne, Fort Bragg; before finally serving as an Airborne Infantry Squad Leader, Sergeant for the 2/327 Battalion, Fort Richardson Alaska.

    His awards included a Combat Infantry Badge from the Grenada Invasion, an Expert Infantry Badge, Senior Parachute Badge "Jump Wings" (US), German Parachute Badge "Jump Wings" (Germany), Armed Forces Expeditionary Medal, Army Commendation Award, Army Achievement Medal, Oversea Service Ribbon, Army Service Ribbon, Good Conduct Award, and a Jungle Warfare Training (Jungle Expert Badge).

    Mark Moore has seen the corruption from the past lift itself back into top leadership positions time and time again so he is stepping up to permanently change the bylaws and personally watch over our coffers.

  • I am Andrew Roble, a part-time meter reader based in Whittier. With over a year of service at SoCalGas and eight years as a structural ironworker and political staffer with Ironworkers 433, I possess a deep understanding of labor dynamics. My experience extends to serving as a political staffer for the Nevada AFL-CIO, where I successfully campaigned in California, Arizona, and Nevada during the 2020 elections.

    Throughout the past decade, I have been committed to advocating for working families and pursuing justice. As a proud member of UWUA Local 132, I am eager to represent and fight for your interests. As your union trustee, I pledge to uphold integrity, communication, collaboration, and accountability in union affairs. I aim to revise our current bylaws to empower membership and ensure financial transparency. I commit to open discussions about our union's financial future and eliminating conflicts of interest.   • I truly enjoy being an LST because I get to address issues related to distribution, customer service, and M&R. I get to find leaks, work with dispatch, and interact with customers, all while serving my community. Even after my years in the Marine Corps, I still get to give back and help others. Every day I work to ensure the safety of our communities.

    I deeply value the brotherhood and sisterhood within this company. It's been a while since my time in the Marine Corps, and this camaraderie is something I truly appreciate. While I would love to advance to a CT or LCT role, my injuries from my military service prevent me from doing so. Although my heart wants to take on those roles, my body can’t keep up.

    I've never been part of a union before, but seeing how it operates and realizing that I can make a difference, even in small ways, has been eye-opening. My time as an enlisted Marine, including two combat tours in Iraq, changed me. Following standard operating procedures was part of the job, but unfortunately, many of my friends didn’t make it home. At first, I didn’t want to advocate for others, but I saw that the base had only one union Steward, and he worked in a different department. Many of the workers were being treated unfairly, so my Marine Corps background kicked in, and I started advocating—first for the LSTs, then for the distribution team, and later helped everyone interface with field tech support to resolve issues they were all having.

    When a VP came to the base and asked for feedback, I spoke up about what was wrong and how to fix it. As a result, the guys encouraged me to consider becoming a Shop Steward, and after talking with them, I agreed. They backed me up and said I was the right person for the role. It felt like I was a platoon sergeant again, even though I swore I wouldn’t take on that kind of leadership after my experiences in Iraq.

    Despite being approached twice to run for officer by different slates, I didn’t feel comfortable running against someone from my own team.

    My background in managing finances at Farmers Insurance and my experience with banks like Bank of America and Wells Fargo has made me good with money and security. That’s is part of why I was recommended for the role of Trustee.

    I continue to do my job diligently—overseeing expenses, checking receipts and bills, and reviewing the bylaws, which I believe need serious revision. The current bylaws are too vague and lack proper checks and balances for the members. They need to be updated to better serve everyone.

    I’m not someone who campaigns or makes empty promises. Actions speak louder than words. Since my base voted me in as their union Steward, I make sure to attend every meeting, bring up the questions that my team wants answered, and bring back both the good and the bad news to them. In the end, it’s their decision what they want to do, but I stand by them no matter what. They’re my unit, and it doesn’t matter if they work in different parts of the company. We are all part of SoCalGas, and we are all integral to the company’s success.
